Old Lyme Board of Selectmen
Regular Meeting: Thursday, 2 June 2011

The Board of Selectmen held a Regular Meeting at 8:00 AM on Thursday, 2 June 2011 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.


1. Approval of Minutes: 15 May 2011 (Special) and 16 May 2011           
Selectman Sibley moved to accept the minutes of 15 May 2011 (Special) and 16 May 2011.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.   


2.  Parks and Recreation Proposal:  Glynn McAraw and Bob Dunn
First Selectman Griswold reported that he had previously met with Parks and Recreation Chairwoman Glynn McAraw and Commission member Bob Dunn and independently with Director Don Bugbee.  Ms. McAraw and Mr. Dunn were not present at this meeting.  First Selectman Griswold read a letter from Ms. McAraw. The letter states that the Parks and Recreation Commissioners unanimously requested a salary review and adjustment for Parks and Recreation Director Don Bugbee at their meeting held in April.  The letter states that other directors in towns equal in size to Old Lyme work approximately 40 hours per week and have year round staff.  Mr. Bugbee works 7 days a week, 10 plus hours per day during the summer season with a seasonal staff.  Mr. Bugbee misses 3 paid holidays during this time.  He manages a daily cash parking lot in Sound View, which has generated over $731,000 for the Town's General Fund over the last 12 years.  Mr. Bugbee does not have a full-time assistant or part-time, year round to help deal with the numerous responsibilities of his position.  In the Fall and Spring seasons, Mr. Bugbee works 6 days a week, 7 hours per day. In the Winter season, Mr. Bugbee works 5-6 days a week totaling 30 hours per week.  He is entitled to 4 weeks vacation each year but only takes 3.  Mr. Bugbee takes pride in his work for the community and works these long hours to meet the ongoing and increasing responsibilities of this position.  In an ongoing review by Bill Swords, of Personal Management Associates, of the Old Lyme town employee positions and salaries during the period 1999 to 2007, as compared to similar towns in the area, the Old Lyme Park and Director is paid less than the survey average each year.  The Parks and Recreation Commission is aware that no salary adjustment may be made for the upcoming fiscal year, so they are requesting a stipend be paid to Mr. Bugbee in the amount of $10,000 for fiscal year 2011/2012.  

First Selectman Griswold reported that, when he met with Ms. McAraw and Mr. Dunn, they discussed several issues.  One was to make sure that there are Public Works resources available to take care of Parks & Rec. projects and maintenance. Another point of discussion was the management of the Town parking lot at Sound View, which is a 7 day a week operation. The Board agrees there should be coverage for Mr. Bugbee, possibly two days per week.  The Selectmen will review the information and agreed that all staff salaries need to be reviewed by an outside party before one employee’s salary is adjusted.

The Selectmen agreed that there is a bigger issue than money here.  They do not want any employee working the number of hours that Mr. Bugbee works during the summer.  They are aware that over the years, Mr. Bugbee's responsibilities have increased and solutions need to be identified over the next couple of weeks.


3.  Haines Park Rain Garden:  Maureen Plumleigh
First Selectman Griswold stated that Ms. Plumleigh asked that this item be rescheduled for the Selectmen's Meeting on 20 June.  


4.  Appointments: David Redfield (R) – WPCA Alternate
Selectwoman Reemsnyder moved to appoint David Redfield as an Alternate to the Water Pollution Control Authority to 4-year term ending January 2013.  Selectman Sibley seconded the motion.  SO VOTED.


5.  Old Business
a. Annual Town Budget Meeting – Monday 16 May
1. FY 2012 Town Budget – Passed
The Fiscal Year 2012 Budget passed.  The mill rate will change from 18.6 to 18.8.  

2. Ames Property – Open Space Purchase – Passed
The purchase of 81 acres for Open Space passed.  The closing date will be soon.

3. Household Hazardous Waste Agreement (10 Towns) – Passed
The Household Hazardous Waste Agreement passed.  This is a 5 year extension of the current arrangement with two three-year options.

4. Roger's Lake Dam – Engineering Contract
The Engineering Contract was discussed at the Town Meeting.  Engineering costs have been updated since then and the revised total is $70,700:  $49,400 for the dam and $21,300 for the fishway.  

b. Duck River Culvert – Update
First Selectman Griswold reported that there was a pre-bid meeting on May 26th with 5 or 6 contractors present.  The bids are due on 10 June.  Once the bids are received a contractor will be selected.  Work will not start until the end of July or August.  The Town does not intend on closing McCurdy Road except for brief intervals.  

c. Municipal Services Agreement – CRRA – Special Town Meeting
First Selectman Griswold reported that he was informed by CRRA that the MSA deadline of 1 July is not set in stone.  This will allow the Selectmen more time to make a recommendation and some flexibility in scheduling the Special Town Meeting needed to approve the MSA.

d. Receipt of Energy Grant for Recycling Carts
The Town received the grant money for the Recycling Carts in the amount of $46,381.  

e. Resident State Trooper Interviews
Five candidates were interviewed for the Old Lyme Resident State Trooper position at Troop F in Westbrook. First Selectman Griswold stated that there was a good mix of candidates. They were all given the same questions and scored on their answers.  The process is still unfolding and the final decision will be made by Troop F.  There was a discussion about whether the candidates have specific supervisory training.  First Selectman Griswold will inquire about the extent of supervisory training the candidates have.

f. Resident State Police Contract 1 July 2011 to 30 June 2013
The Selectmen will be given a copy of this proposed Resident State Police contract to review.  First Selectman Griswold stated that it should be the same as the 2009 – 2011 contract.  If he has a question about any changes, he will ask for the Town Attorney to review the contract.

g. Electronics Waste Collection at the Transfer Station
The Town has executed an agreement with RMG Enterprises.  RMG will supply a storage pod at the Transfer Station where residents may dispose of consumer electronics.  This is free to residents and involves cost to the Town.   This information may be found on the Town's Website.


5. New Business
a. High Hopes – Annual Horse Show
High Hopes held its Annual Horse Show.  First Selectman Griswold attended and stated that the event went well.  


6. Public Comment - NONE


7. Other Business
Selectman Sibley reported that, so far this summer, things are going smoothly at Sound View.  There was a question about the buoys (swim lines) not being installed before Memorial Day.  This will be ironed out soon.  It was a busy Memorial Day weekend at Sound View, but everything ran smoothly.  Some of the new signs were installed and the remainder will be installed by 4 July.

There was a fire that burned two cottages on Hartford Avenue on Tuesday afternoon.  The cause is still under investigation.


The next Board of Selectmen's meeting will be held on Monday, 20 June at 7:30 PM in the Meeting Hall of the Old Lyme Town Hall.

Selectman Sibley moved to adjourn the meeting at 9:05 AM, and Selectwoman Reemsnyder seconded the motion.  SO VOTED.
